Teens charged in connection with deputy’s murder were out on bond for other cases when slaying happened

Two of three teens charged in connection with the June slaying of Oakland County Deputy Brad Reckling in Detroit were out on bond for other alleged crimes in Oakland County when the homicide occurred, court records show.

Raymone Debose, the 18-year-old accused of fatally shooting Reckling — who reportedly was tracking a vehicle stolen from Madison Heights when he was gunned down June 22 — recently pleaded guilty to a charge of carrying a concealed weapon stemming from a March 26 incident in Troy. Debose had posted a surety bond, but in July Oakland County Circuit Judge Cheryl Matthews revoked it, according to court records.

Debose is scheduled to be sentenced Nov. 19 by Matthews for the weapon charge.

Court records further show the other teen, Detroiter Marquis Goins, was also charged for an alleged March 26 incident in Troy — accused of carrying a concealed weapon, fleeing/eluding and driving with a suspended license. At the time of the Reckling homicide, Goins was out of custody on a personal bond for the alleged Troy incident. Judge Kirsten Hartig had cut his bond from $111,000 to the $20,000 personal bond in April, meaning no cash or surety had to be posted for him to stay out of jail.

Three months later, Reckling was killed. Shortly afterward, Matthews revoked Goins’ bond. He’s scheduled for a trial next February for the Troy charges.

For the Reckling case, Goins, 18, is charged with accessory after the fact to a felony, receiving and concealing a motor vehicle, four counts of carrying a concealed weapon, three counts of felony firearm, carjacking, and conducting a criminal enterprise. He’s jailed in Wayne County with bond set at $1 million.

Wayne County Prosecutor Kym Worthy announced charges in connection with the Reckling homicide last week, following a four-month investigation. Worthy said Debose, Goins and co-defendant Karim Moore, 18, are part of a large-scale carjacking/stolen vehicle ring operating in metro Detroit.

On Nov. 1, Judge William McConico reduced Moore’s bond from $250,000 to $100,000 cash with a 10% provision — meaning Moore can get out of jail for now if he posts $10,000. The bond reduction has drawn the ire of Oakland County Sheriff Mike Bouchard, who believes it’s an insult to Recking’s family and a risk to the public’s safety.

In a statement released Nov. 2 regarding McConico’s decision, Bouchard said, in part, he’s “shocked and appalled at (McConico’s) ruling that essentially releases a criminal defendant charged in connection with the ambush murder of a dedicated public servant who was heroically killed in the line of duty, for a mere $10,000.”

Debose, Goins and Moore are scheduled to be in 36th District Court on Friday for a probable cause conference.
